Tempus Fuginaut is a vendor for heroes and villains in the House of Legends. He is designed to help players with a low Combat Rating to catch up, selling gear with fixed and very high Item Levels relative to player CR at a reasonable Source Mark cost.
The highest gear available at Tempus Fuginaut, when the full set is purchased, would always be enough to take the player straight to the next Tier. For example, a player at Tier 4 (CR 150-209) would have access to level 185 gear (CR 212 with full set), allowing them to progress to Tier 5 (CR 210-279). Tier 6 is the highest sold, at level 285 (CR 327); however, this is lower than the maximum for widely-available generic gear (410).
