Flashpoint Batman may have taken out most of Flashpoint Gotham Citys crime bosses, but their lackeys still scrap for control of the city. Opportunistic turncoat, Flashpoint Penguin, is helping Flashpoint Batman mop up the rest of the lackeys. Defeat the goons and mobsters and rescue any civilians in distress.
