• Artifact breakthroughs have a lower breakthrough chance the higher the artifact level, as low as 3% at level 200. 3% meaning that merely three out of hundred breakthrough attempts would be successful on average. Thus this item can speed up breakthroughs at levels 140 to 200 considerably.
