Mayor Gordon has a non-pro-bono agreement with Owlman whom he always calls when in serious trouble. He is a corrupt mayor and liases with the Crime Syndicate of America to stay in power.

- Mayor Gordon welcomes the player party alongside Alexander Luthor in front of the Municipal Building in Earth 3 Gotham which leads to the final fight in the Earth 3: The Visitor 2-player operation.
- The player party crashes Mayor Gordon's reelection party in the Municipal Building in Earth 3 Gotham during the Earth 3: Injustice System alert.
