The Malone Improvement District is a residential construction project funded by the Gotham City Organized Crime Family as one of their various business ventures.
While the venture appears philanthropic on the surface, this is actually a common practice used by the mob to entice immigrants with available residency and then "entrap" them within rental contracts that they can't escape due to low-paying jobs and high-paying tenancy agreements that the mob enforces aggressively.
Involvement[]
- Scarecrow's Streetgang is being engaged by Gotham's HAZMAT forces, however, the Scarecrow's Fear Gas has caused hallucinations to appear throughout the area also. New Heroes must brave the gas and aid the HAZMAT forces by discerning friend from foe.
