Devolving Citizens are victims of the devolution technology of Gorilla Grodd. Though not fully transformed into apes, these citizens of Little Bohemia, a district of the city of Metropolis, are already under Grodd's mental control; they will attack anyone they perceive to be a threat to to their master's plans for the city.
During the mission, the player must knock them out and revive them, or they would be transformed into Devolved Citizens.

Though innocent victims of Gorilla Grodd's Devolution Units, Devolving Citizens still pose a threat to themselves and those around them. Their minds are already under Grodd's mental control, and unless the devolution process is halted and reversed, they will soon transform fully into apes, and join the invading gorilla army.
