The Arkham Inmates is a term used to refer to a group of super villains who are frequently incarcerated within the Elizabeth Arkham Asylum for the Criminally Insane. This group also doubles as the umbrella-term used to refer to villains primarily dealt with by the Batman.
Possessing a dangerous combination of psychological derangement and genius-level brilliance, the "inmates" usually work independently to pursue their own goals, however, they have been known to temporarily ally with each other, especially if they predict interference from the hero community.

- Arkham Inmates Poison Ivy and Harley Quinn also sometimes team-up with Catwoman to either perform heists or for simple recreational reasons to "get away from the boys". The trio, who frequently jump between criminal activities and unpredictable heroics, has been unofficially referred to as the "Gotham City Sirens" when operating together.
- The Arkham Inmates are opposed by the Bat Family and their danger-level is recognized as such that members of the Bat Family are often called in to deal with an inmate when they appear within another hero's jurisdiction.
- The Tailor makes the costumes/uniforms for some of Gotham's more stylish underworld figures. Two of his clients include the Riddler and Harley Quinn.
- While considered a member of the Arkham Inmates, the Penguin is one of Batman's rogues who is considered sane and as such rarely gets sent to Arkham Asylum. He usually goes to Blackgate Penitentiary instead. Similarly, Catwoman is also considered a member of the Arkham Inmates despite never having being incarcerated at Arkham at all.
